When you are offline, Outlook connects to the server only when you specify. Following some steps for choose whether to work online or offline. 

Using POP3, IMAP or HTTP Email Accounts:

Step1: Open "Microsoft Outlook" from Start menu.

Step2: Click "File" in the program’s toolbar.

Step3: Select "Work Offline" in the menu.

Using Microsoft Exchange Server Email:

Step1: Open "Microsoft Outlook" from Start menu.

Step2: Click "Tools" from the program’s toolbar, then select "Email Accounts" from the menu. A new window will pop open.

Step3: Click on "View or change existing email accounts" and then click "Next".

Step4: Click "Microsoft Exchange Server" from under the heading Outlook processes email for these accounts in the following order.

Step5: Click "Change" and then click "More Settings".

Step6: Click "Manually control connection state" and then click on "Choose the connection type when starting".

Step7: Finally close Microsoft Outlook.

Step8: Now check Microsoft outlook.Open "Microsoft outlook". You will now be prompted to choose whether to work online or offline.

Note: You must restart Outlook each time you’d like to switch modes.
